Railways have been advised to give Bulk Advertising Rights on an entire
Railway Division and the guidelines in'this regard have been issued vide Board's
letters_referredto above.
The Commercial Circular No. 24 of 2010 provides that the reserve price for the
first year should be three times the highest annual commercial publicity earning of the
entire division during any of the preceding three financial years. However, the same
can be reviewed, in consultation with FA&CAO. The reserve price so fixed for the
first year after the review shall not be less than 1.5 times of such highest earnings of
Commercial Publicity during any of the three preceding financial years.

The matter has been further reviewed and it has been decided that where no
response has been received even after 3 consecutive Notices inviting Tender for the
same commercial publicity proposal, the General Manager of the Railway may review
the reserve price in consultation with FA&CAO, under exceptional circumstance,
taking into account the market conditions.
.The Reserve price so fixed shall not be
less than the highest earnings received for that contract during the preceding three
years.
Other existing instructions in this regard will continue to be applicable.
This issues with the concurrence of Finance Directorate of Ministry of
Railways.
