Railways have been advised to give bulk advertisement rights on an entire 
railway division and the guidelines in this regard have been issued vide Board’s    
letters referred to above.   The scheme was to be tried on a pilot project basis on one 
division on each zonal railway.  However, in case the entire division cannot be 
nominated for bulk advertisement rights, it was advised that the bulk rights may be 
given for a cluster of stations/ station as a whole or even a large station may be  
divided into convenient zones for giving advertisement rights.  
 
With a view to increase earnings through this source, it has been decided 
by Board that the zonal railways may give bulk advertisement rights on other     
divisions on their railway in addition to the division identified on pilot project basis. 
  
The Reserve price for the first year should be three times the actual 
publicity earnings of the entire division during the immediate preceeding financial    
year and the license fee in the second, third, fourth & fifth year should be enhanced     
by 10%, 15%, 20% & 25% respectively over that of the previous year. However, the 
same can be reviewed by the ZRs in consultation with FA&CAOs.   
 
Regular process of awarding the advertisement rights i.e. on piecemeal 
basis should not be disturbed/discouraged on the divisions which are being given on 
bulk advertisement rights.  However, when the action for bulk advertisement rights

on an entire division has been initiated, after that date, piecemeal contracts for 
advertisement should be awarded upto the date when the contract for bulk  
advertisement rights comes into force.  In case any contract is expiring before award    
of contract for bulk advertisement rights, the same may be considered for extension   
upto the date the contract for bulk advertisement rights comes into force or a period     
of six months whichever is earlier.   
 
Other existing instructions will continue to be applicable.
