Vigilance Directorate of Railway Board has suggested certain measures like usage of FOIS
messaging facility for communication between freight terminal and control office for commercial
activities, implementation of round the clock working at Group-I & II goods sheds and provision of
requisite infrastructure facility at goods sheds.
The matter has been examined and the following is advised -
(a) Zonal Railways must implement use of FOIS messaging facility between Goods sheds/freight
terminal and Control Office for communication of commercial activities ( e.g. stacking
permission, night working permission, weighment of rakes etc.). instead of verbal means,
with due approval of the competent authority.
(b) The guidelines for introducing round the clock working at Goods Sheds and criteria for the
same are prescribed vide Board's circular/letter under reference. Round the clock working
may be implemented at Group-I & II goods sheds duly keeping in view the Board's
guidelines.
( c) Efforts may be made that all Goods Sheds should be equipped with essential customer
amenities such as drinking water, toilet, resting facilities, wharf, sufficient lighting, approach
road and other required facilities in Goods Sheds by developing the necessary infrastructure
required for round the clock working of goods sheds as per the guidelines. In this regard, the
Railway Board has enhanced the financial power of GMs up to <20 crores for itemized works
under the umbrella by recent modifications to the SoP. Zonal railways may expedite the
approval process for all projects up to <20 crores awaiting at the Zonal level and forward
proposals exceeding <20 crores to the Board for approval, aiming to enhance customer
facilities at Goods Sheds.
