Please refer to Corrigendum No.15 to Rates Master Circular/Demurrage-Wharfage- 
Waiver/2016/0 vide which following guidelines have been issued: 
"Suitable infrastructure should be created by railway administration. Proper arrangement 
should be made for security of 
goods and railways cash etc. Special emphasis should be 
laid on arranging sufficient lighting at railway terminals for ensuring safe and quick 
loading/unloading of 
wagons. Attention to approach road and other required facilities 
should also be put in place. DRMs may ensure basic facilities like drinking water, toilet, 
resting, wharf' sufficient lighting, approach road and other required facilities in Goods 
Sheds while introducing round the clock working. Goods sheds giving higher volume of 
traffic and revenue may be taken up on priority basis so as to optimize expenditure". 
Board has decided that there is an urgent need to upgrade/modernize the infrastructure so 
as to minimize terminal detention and to make terminals customer friendly. Terminal detention 
should be monitored on daily basis by DRM, PCOM and GM.

take 
necessary 
steps 
for 
up gradation/modernization of infrastructure at all goods sheds. List of top 100 loading points and 
100 unloading points - zone wise are enclosed herewith, which may be given top priority.
