with specific reference to Part-A, 
Tenders & Contracts.

Brief back ground
•
Prior to 2017, every zonal railway followed their own SOP, based on 
Railway Board’s policy circulars, rules etc., from time to time.  On account 
of issue of  many corrigendums,  the updation of SOP pertaining to various 
departments used to be cumbersome process and time taking . During 
2018, Board has set up a separate Directorate viz., Transformation Cell 
which has brought out the Model SOP document  which is intended to 
bring in uniformity in delegation of financial and administrative powers 
across the Zonal Railways, Production Units/other  railway organisations,  
with delegation of powers right from GM,  PHODs/CHODs & DRMs/CWMs  
including  all SAG officers in charge of workshops/depots), including the 
field officers.

In addition to the delegation of powers, GMs are empowered to  add 
further delegation in consultation with their PFAs keeping in view the local 
requirements while being within the overarching powers delegated to 
them and in accordance with Government of India rules. Chairman RRBs 
will exercise powers as available to SAG officers (Head Quarter) for items 
pertaining to them.

• Proposals submitted for GM’s sanction will be cleared by AGM, 
unless GM’s personal sanction/approval is required as per extant 
rules. Wherever finance concurrence is not required, it has been 
specifically mentioned. Wherever nothing is mentioned it should 
be presumed that finance concurrence is required. 
• The exercise of the powers delegated is subject to the observance 
of provisions of the existing code, rules and other extant orders. 
The sanctioning authorities shall pay due regard to the cannons of 
financial propriety which are enumerated in Para 116 of Indian 
Railway Finance Code Vol – I. The exercise of powers by various 
authorities is subject to availability of funds against the 
appropriate head of account under the relevant demand. 
• Orders/delegations issued by Railway Board, from time to time, 
shall be applicable, with prospective effect. Railways may issue 
Correction Slips as and when such orders/ delegations are issued.

• Each part contains Items mentioning delegation of 
powers for various purposes, like adminstrative 
approval for proposals in Works  programme, sanction 
of estimates, powers to invite tenders, accept tenders, 
sanction of variations in contracts, re-appropriation of 
funds, sanction of urgency certifiate etc., A separate 
column is given for Notes referring to Items. In this 
Notes, foot Note, reference to Railway Board’s circular, 
Codal provisions, GCC etc., is given which has to be 
quoted invariably while seeking sanction/ approval 
from the competent authority. Where ever required, 
associate finance concurrence has to be taken, 
especially matters involving financial implications.
