Board’s letter No. 2007/TGIV/39/19/UTS ticket dated 01.08.07 (Commercial Circular No. 69 of 2007) 3. Board’s letter No. 2007/TGIV/39/23/Res. Chart dated 29.08.07 (Commercial Circular No. 80 of 2007) Instructions have been issued to Zonal Railways for exploiting UTS/PRS tickets and reservation charts for commercial publicity in order to enhance the _ earnings through this source. As per extant guidelines, Railways are required to bear the cost of stationery and printing (including advertisement) and advertisement charges per ticket/chart are to be paid by the advertisers to the Railways. Open tenders in this regard are to be invited by the Zonal Railways to get the best offer. Further, reserve price per ticket/chart is to be fixed by the Zonal Railway with Finance concurrence so that at least the cost of pre-printed blank stationery and cost of printing the advertisement is recovered. The progress of commercial publicity on PRS/UTS tickets and reservation charts has been reviewed in the Board’s office. It has been observed that sometimes due to time lag in the procurement of blank stationery and the offers of advertisement this source of commercial publicity remains unutilized for a considerable period of time. Moreover, there has also been a need for further improving the quality of stationery used. ii) ili) iv) vy) vi) eZ In order to overcome these problems, the following has been decided: Railways shall invite open tenders from interested parties for supply of the blank stationery for PRS/UTS tickets, reservation charts and reservation forms with pre- printed advertisements ह The party shall quote separately the cost of pre-printed blank stationery (PRS/UTS ticket or reservation chart or reservation form as applicable) and also the amount payable by him to the Railways for advertisement in the same tender. The contract shall be awarded to the party whose bid is the highest (per PRS/UTS ticket or reservation chart or reservation form as applicable) in terms of net earnings (quoted amount for advertisement minus quoted price for pre printed stationery) for the Railways. The cost of the pre-printed stationery will be paid to the selected party by the Railways. However, advertisement revenue will be collected from the party as per the bid before making payment for the cost of pre-printed stationery. > Reserve price per ticket/chart/reservation form shall be fixed by the Zonal Railways with Finance concurrence ensuring that net earning (quoted amount for advertisement - minus quoted price for pre-printed stationery) accrues to Railways. It shall be ensured that the blank stationery is of requisite quality and the advertisements printed on these PRS/UTS tickets, reservation charts & reservation forms are as per extant guidelines. Railways shall also ensure that the firms with proven track record should be selected as in this field it is noticed that a no. of firms are not printing the tickets as per specification and also make many errors: Other existing instructions will continue to be applicable.
