Sub: Commercial Publicity on UTS tickets
Railways have been advised to maximize the earnings through commercial
publicity by exploring new areas/concepts. Recently guidelines regarding Commercial
publicity on PRS tickets were also issued to the Railways. The matter regarding
commercial publicity on UTS tickets has also been considered in Board and it has been
decided to explore the same on existing UTS tickets (tickets printed on dot matrix
printers) on trial basis. The Zonal railways may invite open tenders in this regard with
broad guidelines as follows:
1. The size of ticket stationery may be increased to create some space for
advertisement which will be 120 mm (with sprockets) X 64 mm against the
present size of 103 mm X 64 mm.
2. The existing specifications for quality and thickness of paper should be
followed. However, the Railway may use multi-coloured pre-printed stationery.
3. Print area (of ticket details) should be restricted to the same area as existing i.e.
78mm X 59mm and the remaining portion may be used for advertisement.
4. Advertisement may be allowed both on the front and back of the ticket. On the
front side it may be permitted in the form of strip on right margin. On the back
portion the mandatory instructions may be printed in the form of strip at bottom
with dimensions 120mmX10mm with an appropriate font size and all the
remaining area may be used for the advertisement.
5. Pictures may be printed on back side of the ticket. However, on the front side of
the ticket, multicoloured logo of the company/Product may be printed. It should
be ensured that these pictures don’t give indecent look.
6. Message through advertisements should not be socially offensive and should be
in keeping with public morality. Advertisements regarding intoxicants,
cigarettes, bidis and other tobacco products are strictly prohibited. The colour
scheme of the advertisements should be aesthetically appealing.
7. The display plan should be got approved by Sr.DCM at Divisional level and
CCM at HQs level.
8. Railway will bear the cost of stationery and printing including the printing of
advertisement.
9. Multi coloured advertisements may be allowed and advertisement charges per
ticket will be payable by the advertisers to the railways.
10. Open tenders may be invited to get the best offer. The period of contract may be
decided by the Zonal Railways subject to a maximum of 3 years at a time.
11. Reserve Price per ticket may be fixed by the Zonal Railway with Finance
concurrence. However, it should cover the cost of pre-printed blank stationery
and cost of printing the advertisement atleast.
12. In case of no response, the present system and type of ticket may be continued.
Progress in the matter may be sent regularly (every month) so that the
same may be monitored and a comprehensive review is undertaken after one
year.
This issues with the concurrence of Finance and C&IS Directorates of the
Ministry of Railways.
