Sub:-Exemptions to IRCTC for booking of Special coaches/special trains. 
 
 
Board have reviewed the exemptions/relaxations granted to Indian 
Railway Catering and Tourism Corporation (IRCTC) vide Board’s letter 
No.TCII/2033/2000/Policy dated 22.5.2001 (Comml. Circular No. 37/2001).  It 
has been decided that instructions issued vide Board’s letter No.TC-
II/2033/2006/Policy dated 16.2.2007 and 1.3.2007 (Comml. Circulars Nos.18 and 
21 ) will apply to special trains/special coaches sponsored by IRCTC also except 
for the following relaxations:- 
 
i) 
Lump sum security deposit –cum-registration charges would be 
Rupees two lakh (Rs.2,00,000) for special coaches and Rupees thirty lakh 
(Rs.30,00,000 ) for special trains booked by IRCTC.  Other conditions for 
depositing security deposit-cum-registration charges would remain unchanged. 
 
ii) 
Service charges will be paid by IRCTC @ 15% of basic fare.  These 
charges will be further reduced to 5% for packages granted by IRCTC for a 
minimum period of 12 months for booking of special coaches only. 
 
iii) 
Chargeable composition of Shatabdi and Rajdhani rakes when 
booked as special trains would be the standard composition of trains or the 
actual number of coaches whichever is higher (instead of 18 coaches for other 
trains).  This will be applicable for special trains booked directly by zonal railways 
also. 
 
iv) 
All other concessions granted to IRCTC for booking of special 
trains/special coaches are withdrawn with immediate effect. 
 
This issues with the concurrence of the Finance Directorate of the Ministry 
of Railways. 
 
 
Necessary instructions may be issued to all concerned immediately.
