Sub: Issue of Season Tickets through Automatic Teller
Machines (ATMs )of Banks.
Please refer to this office letter of even number dated 27.8.2002 (Commercial
Circular No. 73 of 2002) wherein instructions were issued for introducing the facility
of issuing Season Tickets (MSTs/QSTs) through ATMs of Banks.
The matter has been reviewed in this office and revised draft agreement
between the Banks and Railways is enclosed. It may be ensured that those only
public sector banks and banks promoted by Financial Institutions viz IDBI Bank Ltd.,
ICICI Bank Ltc., UTI Bank Ltd., and HDFC Bank Ltd., which have been aguthorised
by Reserve Banik of India as agents for conduct of ail types of Govt. transactions, are
allotted this facility.
The facility may be allotted on the basis of competitive bidding, as detailed in
the general policy for installation of ATMs issued vide Board’s letter
No.98/TG-1/10/P/ATM dated 21.01.2001 (Commercial Circular No.3 of 2001). The
reserve Annual License Fee for the first year may be fixed as per the commercial
jand license fee prevalent at the station.
The transaction-based service charges referred to in Clause 12 of the draft
agreernent shall not be more than the charges notified in the Commercial Circulars
issued by Board from time to time. The latest circular has been issued vide Board’s
letter No.98/TG-1/10/P/ATM dated 7.11.2002 (Commercial Circular No. 100 of 2002.)

AGREEMENT FOR DISPENSING OF SEASON TICKETS THROUGH
ATMs INSTALLED AND OPERATED BY THE BANK.
This agreement is made on the... day of 2003
between the _ 3; Bank (hereinafter referred to as “the Bank”),
(which expression shall include all its successors and assigns) having
its Corporate office at sf =the first part, and the
President of .Indla acting through Divisional Railway .Manager
(Commercial), _!: Division, i:.__Railway, (hereinafter referred to
as “the Railway ”) (which expression shail include all: its successors
and assigns) of the second part. The Agreement shall at all times be
open to revision and amendment by mutual agreement between the
“Railway Administration and the Bank ०
_ Whereas the Bank has developed a 24 hours online ATM system
~ consistirig of a Central ATM: Switch lacated at _s.., connected to its
‘ATMs developed by the Bank at different locations, in India for
providing ATM related functions such as dispensing of cash, balance
~ enquiry, mini statement of account, etc ,
And whereas, the Bank: being one of the banks short-listed by
“the Railway in terms ‘of Government of India, Ministry. of Railways
Commercial Circulars to carry out the activity of issue.,and renewal of
season tickets through ATMs with Railway in _ area
_ And therefore to this end, it is mutually agreed by and between the
~ Bank and the:Railway as follows:- | ,
1. DEFINITION
(a) “ATM CARD” (hereinafter referred to as ‘the card’) means
the specially designed plastic card with a magnetic strip on
the back, “ATM Card” also means a combi-card with a
magnetic strip on the back to support ATM function and a
microprocessor chip on the front to support e-purse
