(Commercial Circular No. 48 of 2010) Sub: Installation of ATMs Please refer to this office letter No. 98/TG-1l1O/P/ATMdated 22-01-2001 (Commercial Circular No. 03 of 2001) wherein"the policy guidelines regarding installation of ATMs through tender proc~~s have been circulated. Para VII of these guidelines stipulates instructions for allotment of contract.for a period of five years, its termination in the event of non-payment/un-satisfactory performance & its renewal by the Railways. It/however~doesnot stipulate the following:- . (i) Number of times the licence given for installation of ATM can be renewed? (ii) The time period for which the licence can be renewed? 2. Accordingly the matter has been reviewed in this office & it has been decidedas uhder:- v' i) Zonal Railways can renew the licence for ATMs installed on their stations (other than those installed as per policy issued in 2006) any' number of times, however, the total tenure including initial installation & renewal should not be more than ten years. ii) Zonal Railways may, however, take a decision to extend the licence for installation of ATM beyond this period alsounder following conditions:- a) No other bank is interested to install the ATM at that location (for this purpose an open tender should be floated by Zonal Railways for installation of ATM before the expiry of 10 years of the current licence). b) License fee should be enhanced suitably with the approval of the associated finance of zonal railway. c) Personal approval of Chief Commercial Manger should be obtained.
