Sub: Installation of ATMs.

RREARK

Please refer to this office letter no. 98/TG.I/10/P/ATM dated 22.01.2001
(Comml. Circular No. 3 of 2001) wherein the broad terms and conditions for
installation of ATMs through Tender process were circulated to all Zonal
Railways. In Para VI of these instructions, it has been advised that the reserve
price/licence fee for the Railway premises to be utilized for ATM will be fixed
as per Commercial Land Licence Fee prevalent at the station.

1.1. Subsequently, ATMs were installed between 2006 and 2009 as per the
provisions contained in MoU signed by Ministry of Railways with various
banks wherein fixed licence fee was stipulated for different categories of
stations.

2 West Central Railway, while referring to these two instructions has
advised that at some location, at the time of inviting tenders, it was noticed that
the reserve price/licence fee calculated as per instructions contained in Comm.
Circular no. 3 of 2001 were low as compared to fixed licence fee indicated for
that category of stations in the MoU. The Railway had sought clarification on
this account.

3. The matter has been examined in consultation with Finance Directorate
of Ministry of Railways and it has been decided to modify Para VI of the
instructions contained in Comml. Circular no. 3 of 2001 as under:-

“The reserve price for license fee for the area allotted for installation of
ATMs will be fixed as per Commercial Land License Fee prevalent at
the station or the maximum rates accepted through open tender for

provision of ATM at that station, or that quoted in the instructions

issued for installation of ATMs through MoU, whichever is higher”

4. This issues with the concurrence of Finance Directorate of Ministry of
Railways.
