Sub: Clarifications regarding installation of ATMs at Stations.

Please refer to Central Railway’s letter NO C/748/P/ATM/Policy dated 2.1.2007 
regarding installation of ATMs. The clarifications sought for and the comments thereon are as 
under: -

As per Para VII of commercial Circular 
No.3/2001 the contract will be for a 
period of 5 years.  However, there is no 
clause regarding tenure of renewal.  The 
same applies to Commercial Circular 
No.67/2006. 
 
 Attention is invited to para 5.1 of the 
standard 
agreement 
form 
for 
installation of ATMs at Railway 
stations 
to 
be 
signed 
between 
Railways and State Bank of India, 
wherein it has been advised that the 
agreement shall remain in force for a 
period of five years and thereafter it 
can 
be 
renewed 
on 
mutually 
acceptable terms.  
2) 
As per Commercial Circular No.3/2001 
“Agreement for installation ATMs- 
Para 1 the license fee will increase @ 
10% over previous year whereas as per 
Commercial Circular No.67/2006 Para 
3.3 the license fee will increase @ 5% 
every year.  At present for all old ATMs 
including SBI the license fee is being 
increased @10% every year.  It may 
please be clarified whether 5% increase 
in Commercial Circular No.67/2006 is 
only for SBI and for other Banks 10% 
should be taken.  
 
 The installation of ATMs at Railway 
stations by SBI as mentioned in 
Commercial Circular No. 67 of 2006 
will be governed by the terms and 
conditions mentioned in the MoU and 
the 
standard 
agreement 
enclosed 
therewith. These terms and conditions 
are a part of package deal covering all 
categories of stations and can’t be 
linked with the other ATMs, which 
have been installed otherwise. The 
terms and conditions of other ATMs

shall be governed by the terms and 
conditions under which they have 
been installed.  
3) 
The Category of the stations prescribed 
under Para 3.1 of Commercial Circular 
No.67/2006, which depicts the license 
fee, 
is 
different 
for 
different 
Nationalized Banks as far as Dadar, 
Belapur and Khadki stations of Central 
Railway are concerned.  
 
The category-wise licence fee to be 
realized from SBI for installation of 
these ATMs at various locations has 
been indicated in para 3.1 of the 
standard agreement. The licence fee 
for any station will depend upon the 
actual category of the station in which 
it falls.  
4) 
The total number of ATMs installed at 
major 
stations 
on 
the 
basis 
of 
Commercial Circular No.3/2001 and 
Commercial Circular No.67/2006 will 
be very high e.g. CSTM(11), Dadar(9), 
Thane (9), Kalyan (8), Nasik Road and 
Pune (9). Such high number of ATMs 
at the aforesaid stations with large 
volume of traffic will hamper the 
movement of passengers.  These station 
are already highly congested and there 
is no place to allot these ATMs.  It may 
clarified 
whether 
Railways 
have 
authority to offer another site at other 
stations if it is not possible to allot an 
ATM at a station. 
 
There is no restriction on number of 
ATMs to be installed at any location. 
However, in case it is not feasible to 
install ATM at any other location, 
zonal railway concerned can permit 
substitution of that location with 
another  location of the same category 
in consultation with the bank. 
5) 
Since stations like CSTM, Pune, 
Manmad, Nasik Road and Solapur 
already have SBI ATMs and license fee 
is being recovered at old rate, it may 
please be clarified whether another 
ATM of SBI is to be allotted as space is 
at a premium Sites for other Banks also 
have to be alloted
