COMMERCIAL CIRCULAR No. 39 | 20/8 », Sub: Battery Operated Vehicles (BOVs) for Divyangjan, old aged and sick passengers. Ref: Board’s letter of even number dated 17.08.2017. Instructions were issued under Commercial Circular No. 38/2009 authorizing Zonal Railways to provide ‘Battery Operated Vehicles (BOVs) for Divyangjan, old aged and sick passengers at major railway stations free of cost through commercial publicity route. The scheme was subsequently extended from time to time upto 31/12/2017. The matter has been further reviewed by Board and it has been decided to extend the scheme till 31.12.2018 on the same terms and conditions or till the facility is provided . on chargeable basis at the existing stations, including NSG-I to NSG-3 stations.
