Railways have been advised vide Commecial Circular No. 36 of 2006 for
advertisements on trains by wrapping up of coaches using vinyl stickers after taking
due precautions in consultation with Mechanical deptt. Display of advertisement
boards were also permitted inside the coaches. Railways have been advised to identify
one train (Rajdhani/Shatabdi/Mail/Express) in their respective zone to begin with for
this scheme. In the same manner, it may also be done on a pilot project basis on some

passenger and sub-urban trains.

Some clarifications haye been sought by Railways regarding wrapping up of
coaches and display of advertisement boards inside the coaches, Some requests have

also been received for extending the scheme to some more Mail/Express trains.

With a view to increase the earnings through commercial publicity it has
been decided that:

1. The pilot project of wrapping of trains using vinyl stickers is to be tried on some
trains (Mail/Express and local passenger & sub-urban trains) on each zonal railway
through open competitive bidding by following the existing guidelines in this

regard.

2. In supersession to this Office letter no 98/M(C)/137/8 dated 6.12.2006, full
wrapping of the coaches under the pilot project is allowed using the film to RDSO
specification No. RDSO/2006/CG-13. Necessary precautions may be taken in this
regard in consultation with the Mechanical Department. While wrapping the coach
body, it must be ensured that all the information painted on the coach remains
clearly visible and does not get covered by the advertisement material printed on
the film. The locations meant for fitment of destination boards, coach number
boards etc. will not be covered by the film so that changing these boards as
necessary is not obstructed.

3. The display of advertisement boards inside the coaches may be allowed as desired
by the party and having recommendations of Sr. DCM & Sr. DME(C&W) after due
approval of DRM in whose jurisdiction the base depot of the train falls. This will
be for a complete rake link and not for a single pair of train. This supersedes the
instructions issued earlier regarding commercial publicity inside the trains.

4. It should be ensured that the messages through advertisements are not socially
offensive and should be in keeping with public morality. Other existing instructions
in this regard may also be followed.

The feedback including the technical and commercial aspects of wrapping
of trains may be sent to this office so that the same is submitted for information of

Board.
