GOVERNMENT OF INDIA MINISTRY OF RAILWAYS RAILWAY BOARD No.2016/NFR/1/MA Vinyl Wrapping New Delhi, dated: 02.08.2021 The General Manager, All Indian Railways; and Metro Railway, Kolkata (Commercial Circular No. 08 of 2021) Subject: Instructions regarding allowing Commercial Publicity & Advertisement through vinyl wrapping on the exterior surface of the entire side walls (barring windows) of Rajdhani/Shatabdi, other premium trains, Mail/Express/Superfast and passenger trains including EMU/MEMU/DEMU and on the interior of the coaches of these trains. References: (i) Mobile Assets policy issued vide CC 5 of 2017 & No.2017/NFR/3/1 dated 10.01.2017 (ii) Board’s letter No.2016/NFR/Vinyl Wrapping/1 dated 29.08.2019 & 13.11.2019. (iii) Board’s letter No.98/M(C)/137/8 Vol.(I) dated 01.08.2019 (iv) Board (CRB)’s letter No.2016/NFR/20/5 dated 13.10.2018. (v) NR letter No.9-PUB/13/Pt.-IV/Policy/2014/Misc./18 dt. 29.08.2019 & 03.02.2020. (vi) CR letter No. C/465/CP/Viny! Wrapping/M.EXP/2019 dated 17.09.2019. (vii) SR letter No.PUB.5/NFR Policy/2017 - Mobile Assets dated 11.10.18 & 14.08.2019. (viii) SCR letter No.C.5/GI/NFR/SBDs/2019 dated 25.06.2019. (ix) SWR letter No.C.439/NFR/Corres./HQ/2019-20 dt. 31.08.18, 20.11.18, 26.11.18 & 13.08.19. (x) WR _ letter No.CA11/66/2/Tender-Mobile Assets dated 15.10.18 & 26.04.2019. (xi) Suggestions received from the Zonal Rlys. w.r.t. NFR Review Meeting taken by CRB on 10" and 15" January, 2020. Based on the above-mentioned references received from Zonal Railways on the above subject, the matter has been examined in consultation with Mechanical (Coaching) and Finance Directorates of Railway Board. As per guidelines issued through the Mobile Assets Policy (CC-5/2017 dated 10.01.2017) and CC-50 of 2018 dated 12.09.2018, the entire bid process management shall be under taken by Sr. DCM of the Division and Sr. DME/CDO shall only assist in technical aspects of vinyl wrapping, as detailed below: he -खि Me VY = The Members (M&OBD, T&RS & Finance) and CRB & CEO have now decided as under: 2A. Advertisements on the interiors of the Roling S°O°S: on the interiors of the Rollin Stock: ; Commercial Publicity & Advertisement on the interiors of all AC/Non-AC coaches of Rajdhani / Shatabdi, other Premium/Superfast, Mail/Express and Passenger trains including EMU/MEMU/DEMU trains may be allowed. i. | Scheme adopted by Delhi Metro, wherein locations and the manner of fitment of advertisements have been standardized (which permits easy replacement of advertisement) will be adopted by Indian Railways. In this regard, EDME (Chg)'s letter no 98/M(C)/137/8 Vol(1) dated 13.09.2018 may be referred. This will ensure that, during replacement of advertisements, no damage to interior surface is caused. Standard fixing arrangement will be provided within the Rolling Stock as per standard interior layout of coach. ii. Locations are to be standardized across Divisions/Zones. iv. Standard fixing arrangement will be provided within the Rolling Stock as per standard interior layout of coach. 2B. Advertisements over entire exterior surface of the side walls ol NOTING Advertisements over entire exterior surface of the side walls of Rollin Stock: i. Advertisements over entire exterior surface of the side wall of the trains coaches may be allowed in all Rajdhani, Shatabdi, other Premium/ Superfast, Mail/Express and Passenger trains including EMU/MEMU/DEMU trains through open tender system by Railways through Vinyl wrapping on the entire side wall of the coaches barring windows and mandatory signage. ii. Vide Board (CRB)’s letter No.2016/NFR/20/5 dated 13.10.2018 addressed to General Managers / Zonal Railways the tariff for advertisement through Vinyl Wrapping under the windows of the side walls on exterior surface of coaches for Central and State Government Institutions, including PSUs/ Government Agencies has been fixed Rs.25 lakhs for EMU, DEMU & MEMU and Rs.50 lakhs for other Coaching trains per rake per year is
