Please refer to this office letter of even number dated 13/02/2006 
(Commercial Circular No. 14 of 2006) wherein it has been advised that the 
scheme of upgradation of full fare paying passengers should be 
implemented in all Mail/Express trains w.e.f. 24/02/2006 REPEAT 
24/02/2006.   
 
 In this connection it is clarified that the scheme for upgradation of 
full fare paying passengers is to be implemented in all Mail/Express trains 
WITH SLEEPING ACCOMMODATION ONLY by 24-02-2006. 
Necessary action may kindly be taken immediately for enabling these 
trains in phased manner by adding a few trains to the list everyday so as to 
ensure that the scheme of upgradation is implemented in all Mail/Express 
trains with sleeping accommodation only by 24/02/2006. Thus the trains 
like Shatabdi, Jan Shatabdi and other Mail/Express trains with sitting 
accommodation only are specifically excluded.
