Sub: Scheme for upgradation of full fare paying Passengers.

In continuation of this office letter of even number dated
23/01/2006 (Commercial Circular Nos.8 of 2006), it has been decided that
the scheme to upgrade full fare paying passengers to the next higher class
against the available vacant accommodation may be extended to all
Rajdhani Express trains and following fifteen pairs (Thirty (30)
trains) leaving source stations w.e.f. 06/02/2006: -

Necessary action may kindly be taken to educate the staff and also
general public about the features of the scheme as per details given
below:-
i. The facility of upgradation of passengers will be provided without
any additional financial burden on the passengers;
ii. This facility will be automatically provided unless any passenger
specifically refuses to avail this facility, by giving “NO” option at
the time of filling of the requisition form. The requisition forms
should be modified accordingly. Till such time the reservation staff
may be asked to take the option on the requisition form at the time of
booking the ticket;
iii. Frequent/Periodical announcements may be made at Reservation
Offices through public address system to make passengers aware of
this facility as well as the possibility of non-availability of choice
berths like lower berths in the upgraded class.
iv. Also some passengers who are allergic to AC environment may not
like upgradation from Sleeper Class to 3 AC or 1st Class to 2 AC.
Such passenger should specifically give option “NO” at the time of
Booking failing which there may be a situation when as a result of
upgradation the passenger may get upgraded to AC class in which
he/she does not want to go and even the original reservation in the
Sleeper Class or First class is also not available after chart
preparation causing inconvenience to passenger.
v. Passengers therefore should be encouraged to give clear cut option at
the time of Booking
vi. Wide publicity should be given and the reservation staff should be
educated suitably to enable them to give proper guidance to the
passengers.
