Sub. Policy for operation of Coin Operated Weighing Machines at Railway
Stations.

Requests have been received from Zonal Railways seeking guidelines for
providing Coin Operated Weighing Machines. The matter has been reviewed and a
copy of policy framed for Coin Operated Weighing Machines is enclosed for necessary
action.

This issues with the concurrence of the Finance Directorate of the Ministry of
Railways. Kindly acknowledge receipt.

1. —- Review of Policy-Reasons

1.1 ~ Requests have been received from various zonal Railways seeking guidelines for
providing Coin Operated Weighing Machines at Railway Stations

12 The policy for providing Coin Operated Weighing Machines at Railway Stations will
' be as under

2. Procedure for Selection

2.1 Coin Operated Personal Weighing Machines at Railway Stations will be awarded by
floating a Tender by the Divisions. A Two Packet Tender System consisting of a Technical and
a Financial Bid shal! be followed. Offers shall be invited by the Division concerned, through
advertisements in the National/State Level/Local Newspapers. The number of the Coin
Operated Weighing Machines and location of their installation shall be as decided by the
Divisions .

2.2 The two packet tender system shal! consist of a Technical Bid (Packet 'है') and a
Financial Bid (Packet 'B' ) . . :
23 Technical Bid: Packet ‘A’ containing the technical offer shall be opened first and
should contain the following documents:
(i) | Manufacturing License issued by Department of Weights and Measures.#
Dealers’ & Repairers’ License issued by Department of Weights and Measures.
AND ,
(iit) Experience in the field of operating/installation of the machines for a minimum period
of 3 years
Git) Earnest Money as stipulated.

(# Certification of Machines by Department of Weights & Measures, figures in the Agreement
:- Signed with the firms who are presently operating the Weighing Machines)

2.4 Financial Bid: Packet 'B' shall contain the Financial bid of the firm. The minimum
ratio for sharing of earning between Railway and the firm has been fixed at 60:40. Packet 'B’
_ containing the Financial Bid shail be opened after short listing on the basis of the Packet 'A’
- Financial Bid shall be evaluated on the basis of the proportion of earning proposed to be given
by the firm to the Railway

2.5 After the bids have been received, a Tender Committee consisting of three officers of
Sr. Scale level, including one each from Commercial, Mechanical and Finance Department
shall scrutinize the Packet 'A' and shortlist those who qualify the technical offer and reject
summarily al! applications which are not accompanied by the requisite documents called for in
Packet ‘A’.

26 Packet 'B’ of those bidders who have been short listed after scrutiny of Packet 'A'

shall be opened thereafter. The highest offer received shal! be considered for acceptance by the
approving authority of appropriate level.

3. The terms and conditions of the contracts will be as follows:

i) The contract shall be for a period of 3 years.

ii) In the event of breach of terms and conditions of the contract on either side, in which

case the aggrieved party shall be at liberty to terminate the same by giving to the
other party six calendar month's notice in writing
