Sub: Movement of newly manufactured privately owned wagons loaded with
commodity.
Ref: i) Rates Circular No. 29 of 2020.

ii) CCM/FM/ER's letter no. C/144/0/Vol-XX/R-1/Policy dated 17.07.2024.

1. In terms of Rates Circular No. 29 of 2020, instructions have been issued for
charging of Empty Haulage Charges on movement of newly manufactured
privately owned wagons from the station near the manufacturing unit to the
supply/delivery station.

2. The matter has been reviewed and the Competent Authority have decided to
charge the movement of newly manufactured privately owned wagons loaded
with commodity as under:

a. The haulage charges for movement of newly manufactured private owned
empty wagons are already notified as per RC.29 of 2020, which are based
on Class 100 and on the basis of Designed Tare Weight.

७. In case some empty wagons are loaded with spare parts etc. as in the
above case is permitted to be moved, during supply, empty haulage
Charges to be levied as per RC.29 of 2020 for all the wagons (loaded and
empty) at Class 100 for Designed Tare Weight and in addition the loaded
wagons be charged at prescribed Class of the commodity loaded as per
PCC at train load/wagon load rates as applicable.

c. As per RDSO diagram of BKC wagon, it is advised that the PCC will be 55
tonne; the Designed Tare Weight will be 19 tonne; and the Standard
composition for charging at train load will be 43 wagons.

d. All other charges to be applicable.

3. This shall be effective for the one time movement of BKC wagons, along with
spare material to be loaded in wagons, to Bangladesh.

4. This issues in consultation with Traffic Transportation, Mechanical Engineering
Directorates and with the concurrence of Finance Directorate of the Ministry of

Railways. e
