Sub: Freight for new rakes of BCACBM wagons, from Manufacturing Unit to
Base station.

Reference has been received, from Automobile Freight Train Operator, regarding
clarification on the following issues:
(i) Whether freight for movement of newly manufactured privately owned wagons from
manufacturing unit to the supply/delivery station are to be levied as per AFTO Policy
. guidelines or revised circular of 15 may 2019; ‘and
(ii) | Whether infringement charges are to be levied since condonation of infringement for
the BCACBM wagons has been issued by Ministry of Railways, Railway Board vide
letter number 2011/CEDO/SD/RS/05 dated 02.02.2012. .
The issue of ‘freight for movement of newly manufactured privately-owned BCACBM
wagons when moving for the first time from the station near the manufacturing unit to the
supply/delivery station’ has been deliberated in consultation with Rates and Finance
Directorates of Railway Board. It is advised that - since BCACBM wagons are used for
transportation of automobiles which is not charged on ‘per tonne’ basis, and since the PCC
of these wagons has not been notified - such movement shall be charged at the freight rates
prescribed for empty wagons in Freight Marketing Circular No.11 of 2013, as modified from
time to time.
The issue of ‘levy of infringement charges on movement of BCACBM wagons’ has been
deliberated in consultation with Rates, Mechanical, and Finance Directorates of Railway
Board. In light of the condonation given by Board vide letter no.2011/CEDO/SD/RS/05
dated 02.02.2012, it is clarified that infringement charges are not to be levied for movement
of BCACBM wagons. .

As per the extant provisions specified in Board’s letter under reference-2 - ... in case
of automobiles traffic, after registration of indents, change of destination station may be
allowed only in case of NMG/BCCN/BCACM rakes, provided the new destination is not
operationally restricted. However, the request for change of destination may be entertained
