Sub: Two-point loading in ‘SFTO rakes under Category-3’.

Ref: (i) FREIGHT MARKETING MASTER CIRCULAR/SFTO/2018/0, issued vide
2016/ TC(FM)/4/12(SFTO) dated 02.07.2018.
(ii) Rates Master Circular on Block Rakes/Mini Rake/Two Point
Combination etc./2020, issued vide TCR/1017/2020/03 dated
02.07.2020.

It has been decided that two-point loading shall be permitted in Special Freight
Train Operator (SFTO) rakes under Category-3 (for Steel products), subject to the
following conditions:

i) As per para 9.2 of SFTO policy (ref-i), approval for combination(s) of loading point
and destination points - for each rake - shall be granted by Railway Board.

ii) A Supplementary Charge of 5% will be levied on Base Freight Rate for two-point
rakes. (However, this Supplementary Charge shall stand withdrawn till further advise,
as per para 7.0 of Rates Master Circular, ref-ii.)

iii) For the purpose of charging of freight for movement of empty rake (as required
under para 10.5 of SFTO Policy, ref-i), the loaded run will be reckoned from the
loading point to last unloading point, and the empty run will be reckoned to start
from the last unloading point.

iv) A minimum of 10 wagons should be loaded for each destination, and the total
number of wagons indented and loaded must confirm to the Block Rake composition

as notified for that particular type of wagons.

v) The calculation of freight for two-point loading shall be as per the following principle
(Annexure-V to Rates Master Circular under ref-ii):

FREIGHT MARKETING CIRCULAR NO.11 OF 2020

Assuming 25 wagons of a BFNS rakes (standard composition: 43) are loaded from
station ‘A’ for destination station ‘P’, and 18 wagons are loaded for destination
station ‘Q’, then the freight shall be calculated as -
(a) The freight at train-load class for 25 wagons from ‘A’ to ‘P’
(b) The freight of train-load class for 18 wagons from ‘A’ to ‘Q’
Total freight = (a) + (b)
