Sub: Availability of contact details of various onboard staff with Ticket
Checking staff reg.

The role of Train Captain has been defined by the Transformation Cell letter
2018/Trans Cell/Traffic/Policy dated 08.06.2018 as the overall in-charge of all onboard
railway personnel and outsourced staff to ensure delivery of services to passengers:

“All on board railway personnel and supervisors of all outsourced agencies shall
report to the Train Captain for effective control and supervision to ensure
improvement in on-board services offered by Railways. Zonal Railways shall
issue necessary directives to all on board staff to ensure strict compliance of
directions of the Train Captain to address the issues concerning complaint free
travel of passengers failing which action may be initiated against the staff not
following directions of the Train Captain.”

These have been reiterated from time to time to Railways, with last letter to PCCMs
vide 2024/TG-V/12/1 on 29.01.2024. In various inquiry reports, it has been a
recommendation of CCRS that the details of onboard staff should be available with Ticket
Checking staff so that onboard staff can be promptly reached out to at the time of need,
especially in case of disasters.

It is again reiterated that the details of all on board supervisors — railway personnel
and outsourced, viz. Mechanical, Electrical, OBHS, Catering and Security should be
intimated to the associated TTE Lobby.

CRIS is working on integrating the various applications for seamless data exchange
and visibility on Hand Held Terminals of TTE. Until such time, the details of onboard staff
should invariably be shared with associated TTE Lobby in writing. During journey TTE In-
charge to contact them if any deficiency is noticed rather than waiting for passenger
complaint.

This will go a long way in ensuring delivery of quality services and less complaints on

Sub: Train Captain as overall leader and in-charge of all on board railway
personnel and outsourced staff

Long distance Mail/Exp trains have a large group/team of railway personnel and
outsourced staff on board for offering various services to the passengers and to provide
maintenance on run. In order to introduce the concept of a single person/leader responsible for
coordinating the entire team and facilitating all services during the complete journey of the
train, it has been decided to introduce the concept of Train Captain.

2. In trains like Rajdhani/Shatabdi/Duranto and other trains where a Train
Superintendent (TS) is on end to end basis, TS shall be nominated as “Train Captain” and
made responsible for all the facilities on train. He/she should be provided with a badge of
Train Captain to be worn on the uniform. All on board railway personnel and supervisors of
all outsourced agencies shall report to the Train Captain for effective control and supervision to
ensure improvement in on-board services offered by Railways. Zonal Railways shall issue
necessary directives to all on board staff to ensure strict compliance of directions of the Train
Captain to address the issues concerning complaint free travel of passengers failing which
action may be initiated against the staff not following directions of the Train Captain.

3. In all other trains, where TS is not present, zonal railways may nominate the senior
most Ticket checking staff
