Ref: FM Circular No. 33/2024, issued vide Board’s letter of even no. dated 16.12.2024. के के केक मी Vide FM Circular No. 33 of 2024, a Policy has been issued for enabling loading of FMCG/ FMCD and other White Goods in BCN/ BCNA stocks. In this regard, a JPO has been formulated for utilization of these stocks for carriage of Parcel traffic. A copy of the same is enclosed herewith as Annexure-A. Quarterly review of utilization of BCN/ BCNA stock shall be made by TT Directorate of Railway Board in order to assess number of wagons that can be allocated for use as Deemed VP for loading of parcel traffic; however, if felt necessary, based on the requirement of stocks vis-a-vis the general demand for BCN/BCNA, TT Directorate may also decide regarding further allocation or otherwise between the quarterly reviews also. TT Directorate of Railway Board, on assessing the status of availability of BCN/ BCNA vis-a-vis demand will then decide to allocate certain number of BCN/ BCNA wagons to be utilized as deemed VPs. For this purpose, a fixed number of dedicated deemed VP rakes will be formed as per the advice of TT Directorate. Depending upon the demand for deemed VPs, CFTMs of the zonal railway, with the approval of TT Directorate of Railway Board will supply BCN/BCNA stock as deemed VP subject to — Compliance of the policy for “Utilization of BCN/ BCNA stock for carriage of Parcel Traffic’, issued vide FM Circular No. 33 of 2024, dt 16.12.2024; and the overall cap on use of BCN/ BCNA wagons as deemed VP, as decided by TT Directorate of Railway Board during quarterly review as mentioned above. The party placing the indent should be informed sufficiently in advance regarding the availability of BCN/ BCNA as deemed VPs to enable them get ample time for making loading arrangements. : Zonal Railways shall ensure that the wagons
