Policy for utilization of BCN/ BCNA stock for carriage of Parcel Traffic —

FM Circular No. 33/2024, issued vide Board’s letter of even no. dated

Please refer to the Board’s FM Circular No. 33/2024 under reference, wherein a
policy has been formulated to enable loading of BOG especially FMCG, FMCD and other
White Goods, in BCN and BCNA wagons.

2. Based on the suggestions from Railways, and in order to ensure smooth
implementation of the above mentioned Policy, the Competent Authority has approved
following modifications in the FM Circular No. 33 of 2024:

Existing Provision

Para 1.1 -

The scheme permits loading in BCN and
BCNA wagons which are lying idle and
Parcel Vans are not available. The
scheme shall be applicable against the
VP indents. For the purpose, BCN and
BCNA wagons will be considered as
Deemed VPs. A record of such loading
may be maintained.

Para 1.2(i) -

Commodities permitted: White Goods

such as home/electrical appliances,
glass ware, medicines, Milk products
including chocolates, FMCG, FMCD,
textile Garment, Spices, yarn, furniture.

Modified Provision

Para 1.1 -

The scheme permits loading in BCN and
BCNA wagons which are lying idle and
Parcel Vans are not available. The scheme
shall now be applicable in such a manner that
there shall be separate indenting of ‘VPs’
and ‘Deemed VPs’, in which BCN/BCNA
wagons shall be considered as ‘Deemed
VPs’. A record of such loading shall be
maintained.

Para 1.2(i) —

All types of commodities which are permitted
for carriage in VP rakes may also be allowed
in Deemed VPs, except all types of salt.

New Para added as Para 1.2(x) —

Advance stacking for loading of parcel
consignments in Deemed VPs shall be granted
as under:

(i) Sr. DCMs, in consultation with Sr. DOMS
will be authorized to grant permission for
advance stacking up to a maximum period
of two days. Permission for advance

stacking may be granted keeping in view
the traffic pattern, number of rakes
handled, availability of space etc. at the
station/goods shed concerned.

() Permission for advance stacking for period

up to 05 days may be granted with the

approval of DRM on recommendations of

Sr.DCM & Sr.DOM, and for the period

beyond 05 days but up to 10 days, with the

approval of PCCM, in consultation with

PCOM.

7 New Para added as 1.2(xi) —

If indent for 30 Deemed VPs is placed by a
party, the remaining. portion of the rake
composition may be utilized for attaching
pending piecemeal loading of indented BCN/
BCNA wagons for same or _ en-route
destination. In such cases, piecemeal loading
will be given priority over the ODRs as per
the order of the indent for the same or en-
‘route destination. However, after giving such
priority, the ODR for remaining pending
indents shall be continued as per the original
order of indents.

For example,
i. If a party ‘X’ has placed indent for 30
Deemed VPs ex. BIRD to SGTY on
30.04.2025 (for loading date 02.05.2025);
ii. Another party ‘Y’ placed piecemeal
indents for 12. BCN/BCNA wagons ex.
BIRD-CTC (and not SGTY), ~ on
20.04.2025 (for loading date 02.05.2025);
iii. Third party ‘Z’ placed piecemeal indents
for 12 BCN/ BCNA wagons, ex. BIRD to
SGTY, on 25.04.2025 (for loading date
02.05.2025); and
iv, The party X also placed piecemeal indents,
for 12 BCN/ BCNA wagons, ex. BIRD to
SGTY, on 30.04.2025 (for loading date
02.05.2025).

In the above case, the party ‘X’ will be
allowed to load 30 Deemed VPs, and Party
‘Z’ will be given priority in ODR for load
