Sub: Permission for carriage of commodities listed in Red Tariff, exclusively in Parcel trains. Ref: i. FM Circular No. 16/2024, issued vide Board’s letter no. 2021/TC(FM)/10/06, dtd. 19.06.2024. ii. Board’s letter no. 202 1/TC(FM)/11/21, dated 17.10.2023. iii. FM Circular No. 2/2023, issued vide letter no. 2022/TC(FM)01/02, dtd. 10.02.2023. KRRERE Please recall amendment to the I.R.C.A. Red Tariff No. 20 (Railway Red Tariff Rules, 2000), issued vide Board’s FM Circular No. 2/2023, dated 10.02.2023, whereby packing/labeling/special conditions for carriage of certain commodities, previously not listed in the Red Tariff, were notified. 2. Further, attention is invited to Board’s letter under ref-(ii), clarifying that all commodities mentioned in the Red Tariff are prohibited for carriage in leased parcel spaces. 3. The matter was deliberated upon, and vide FM Circular No. 16/2024, dtd. 19.06.2024, it was decided that the commodities listed in Red Tariff, may be allowed transportation in leased PCET. The relevant para is reproduced verbatim as under: “Lease holder shall load only such commodities which are permissible to be booked as ‘Parcel’, under prescribed Railway Rules. Offensive, contraband, dangerous, explosive and any other commodities which are prohibited to be carried by Railways or banned from time to time by other departments of Central/State government shall in no case be allowed to be loaded in any part of Parcel Cargo Express Train. However, commodities listed in Red Tariff may be allowed to be loaded in Parcel Cargo Express Train subject to compliance of all the extant guidelines applicable for packing, labeling, marking, loading, unloading, etc. of such commodities”. 4. In continuation to the above mentioned instructions, the Competent Authority has approved that the commodities listed in the Red tariff, may be transported in other Parcel trains also (which do not carry passengers) viz. ‘Joint Parcel Product-Rapid Cargo Service (JPP-RCS)’ trains and full ‘Indented Parcel trains’. 5: Such transportation shall be subject to compliance of all the extant guidelines for booking, packaging, labeling, loading/unloading and other precautions applicable on parcel traffic, along with submission of declaration to this effect by the aggregator/ party.
