Sub: - Installation of ATMs.
(Commercial Circular No. 43 of 2009)

Memoranda of Understanding(MoU) was signed by Ministry of Railways with State
Bank of India and its associates on 04.08.2006 for installation of ATMs at 682 locations
with e-ticketing facility at 383 locations. >
2 MoU was signed by Ministry of Railway with other Nationalized bank on
_ 22.11.2006 viz. Bank of Baroda, Canara Bank, Dena Bank, Indian Bank, Punjab National
Bank and Union Bank of India with e-ticketing facility at 711 locations

3. Instructions were also issued vide letter No. 2007/TG-I/10/P/ATM dated
29.06.2007 for installation of ATMs at 391 other locations with e-ticketing facility at 313
locations by 8 more banks viz. Bank of India, Bank of Rajasthan, HDFC Bank, ICICI Bank,
Indian Overseas Bank, J&K Bank, UCO Bank and UTI Bank. With this, the number of
locations where ATMs are proposed to be installed were 1712 with e-ticketing facility at
1170 locations.

4, The validity of MoU was extended from time to time and the last extension has
since expired on 31.03.2009

5. Till 28.02.2009, 919 ATMs had already been installed with e-ticketing facility at 127
locations.

6. The issue regarding extending the validity of MoU for installation of ATMs has been
examined in this office and it has been decided as under:-
i. |The term of MoU has been extended upto 31-12-2009

ii. |The term of MoU shall not be extended after 31.12.2009 for installation of ATMs
at remaining locations where no action has been initiated.

iii. |For those locations where action has already been initiated by banks/Railways
for installation of ATMs, Zonal Railways should complete this work expeditiously
but not later than 31.12.2009.

iv. Zonal Railways should clear all pending references received by them from Banks
for swapping of ATM locations either within the category or across the category
at any station whether included in the list allotted to them/bank or not and ensure
installation of such ATMs. latest by 31.12.2009

v. The locations surrendeted by the banks can be offered to any of the Bank with
whom MoU have been’signed or for whom permission has been granted for

installation of ATMs, as per present MoU, subject to condition that the same
should be installed before 31.12.2009.

vi. The locations where ATMs could not be installed due to remodeling or
construction work at the station, Zonal Railways should earmark the space ws
complete installation of ATM at the earliest but not later than two months after thé
completion of remodeling work. ः

थी... At those locations where it was essential for banks to provide e-ticketing kiosks
along with ATMs as per MoU and banks have not done the same, the following
action may be taken:

e Banks may be asked to complete installation of e-ticketing Kiosk latest by
31.12.2009, failing which, the space allotted to them may be reduced to 6
Sq.Metre.

e This space of 1.5 Sq.Metre may be restored only when they provide e-ticketing
Kiosk.

e At these locations, the agreement with the banks should not be renewed usess
they provide e-ticketing Kiosks.

¢ Zonal Railways should also explore the feasibility of making a provision in the
agreement to be signed with the Banks in future, for collection of cash generated
at stations and make it with mutual consent.
