Clarifications have been sought by some railways regarding calculation of Reserve Price and charging of additional sites. The matter has been reviewed and it has been decided that: 1. Calculation of ReservePrice While calculating Reserve Price for the commercial publicity on entire division the earning through trains, tickets and on-board infotainment may not be added and all the earnings through advertising (including the advertisement earnings from CCTVs, PA system, LC gates etc. if already being utilized for advertising) shall be taken into account. 2. Chargillg of Additional sites As per extant guidelines (Commercial cir. No. 34 of 2009), the details of all sites (location, size etc.) which are offered for the bulk advertising rights are to be specified in the tender document. The charges for the additional sites are calculated on unit area basis at the price decided on the basis of the tender (Bid offer divided by total area mentioned in the tender). The guidelines regarding charging of additional sites are modified as under: For these additional sites the charges shall be calculated either on unit area basis at the price decided on the basis of the tender (Bid offer divided by total area mentioned in the tender) or on the schedule rates of station/location/media (wherever the schedule rates exist) whichever is higher. The subsequent escalation for the different years will be same as applicable in the tender. ~... ,\"" 3. Chal1!inl! of media where area is irrelevant like Public Address System There may be some media like Public Address System (PAS) where it may not be possible to calculate the area. Also, in such cases, if the media is not a conventional one then there may not be schedule rate for these media. Such media may be awarded separately through fresh open tenders. The reserve price may be fixed by the Railway in consultation with their Associate Finance. This issues with concurrence of Finance Directorate of the Ministry of Railways. ~-\.- (R.C.
