Railways
have been advised
to give bulk advertisement
rights on an entire
Railway Division
and the guidelines
in this regard have been issued vide Board's
letters referred to above.
These guidelines
have been reviewed
by the Board and
following amendments/clarifications
are issued.
1.
The period of contract should be maintained
as five years as per existing
instructions.

2.
The participating agency should have minimum experience of two years in
the field of commercial
advertising which may even be outside the Railways. Zonal
Railway may fix the annual turnover and Earnest Money Deposit (EMD) at 50% and
2% respectively of the first year reserve price.
3.
As the contractual value for bulk advertising rights on an entire division will
be very high, party may be allowed ~o pay license fees quarterly/half-yearly
basis.
Zonal railway may fix the security deposit at 10% of the license fee every year.
4.
The display
plan for the proposed
site should have the clearance
from
Sr. DCMevery
time an advertisement is actually displayed. No additional charges shall
be levied on the advertiser for new sites during the currency of the contract as the entire
division is covered under the contract. However, Railway reserves the right to disallow
publicity
which,
in the opinion
of Railway,
have a bearing
on safety, aesthetics,
security, synchronicity with existing/blocked
sites and anything which violates the laid
down Railway procedures/norms.

5.
Some major railway stations are being considered for developing as World
Class Stations.
Such stations will also be the part of bulk advertising
rights for the
entire division.
However, advertising sites at these stations, as deemed necessary, may
be removed for undertaking the work in this regard.
The clause in this regard may be
included in the tender document.
6.
Railway reserves the right for displaying information regarding passengers,
railway services, signages,
safety precautions,
social messages
etc. at the sites and
space which it feels justified.
7.
These instructions will be applicable for all tenders floated after the date of
issue of this letter.
Other existing instructions of the Board on the subject matter will continue to be
applicable.
