Ref: 1.Board’s letter No. 2005/TGIV/39/8/EOI dated 01.05.06 (Commercial Circular No. 36 of 2006) 2. Board’s letter No. 2005/TGIV/39/8/EOI dated 23.10.06 (Commercial Circular No. 90 of 2006) 3. Board’s letter No. 2005/TGIV/39/8/EOI dated 01.06.07 (Commercial Circular No. 58 of 2007) . 4. Board’s letter No. 2005/TGIV/39/8/EOI dated 07.02.08 (Commercial Circular No. 9 of 2008) Railways have been advised to give bulk advertising rights on an entire division and the guideline in this regard have been issued vide Board’s letters referred to above Para (4) of Board’s letter No. 2005/TGIV/39/8/EOI dated 07.02.08 (Commercial Circular No. 9 of 2008), reads as follows: 4. The display plan for the proposed site should have the clearance from Sr. DCM every time an advertisement is actually displayed. No additional charges shall be levied on the advertiser for new sites during the currency of the contract as the entire division is covered under the contract. However, Railway reserves the right to disallow publicity which, in the opinion of Railway, have a bearing on safety, aesthetics, security, synchronicity with existing/blocked sites and anything which violates the laid down Railway procedures/norms. The above Para may be replaced by the following. “The display plan for the proposed site should have the clearance from Sr. DCM every time an advertisement is actually displayed. The details of all the sites (location, size etc.) which are offered for the bulk advertising rights shall be specified in the tender document. The selected advertiser may, however, be _ permitted to display advertisement at sites other than the specified ones. For these additional sites the charges may be calculated on unit area basis at the price decided on the basis of the tender (Bid offer divided by total area mentioned in the tender) . However, Railway reserves the right to disallow publicity which, in the opinion of Railway, have a bearing on safety, aesthetics, security, synchronicity with iv existing/blocked sites and anything which violates the laid down Railway procedures/norms. न .. The additional sites which are developed due to new development works *% like new stations, buildings, PRS centres etc. may be offered to the existing party _ having the bulk advertising rights of the entire division. A time limit of 15 days from the date of offering these additional space for advertisement may be fixed for the party to decide in this matter. Thereafter, fresh open tenders-may be floated for these additional sites/locations.” . These instructions will be applicable for all the tenders floated after the date of issue of this letter. ve Other existing instructions will continue to be applicable.
