Railways have been advised to give bulk advertising rights on an entire 
Railway Division and the guidelines in this regard have been issued vide Board’s 
letters referred to above.  It has been prescribed therein that the Reserve Price for 
the first year should be three times the actual publicity earnings of the entire 
division during the immediate preceeding financial year and the license fee in the 
second, third, fourth and fifth year should be enhanced by 10%, 15%, 20% & 25% 
respectively over that of the previous year.  Provision for the review of the same 
in consultation with FA&CAO is also available to the ZR.  
 
A reference has been received from CR that Board may stipulate a lower 
limit of the Reserve Price for ease of processing at the zonal level.  The matter has 
been considered by the Board and it has been decided that the Reserve Price so 
fixed for the first year after the review shall not be less than 1.5 times of the 
previous year’s actual earning in any case.   
 
This issues with concurrence of the Finance Directorate of the Ministry of 
Railways. 
 
Other existing instructions will continue to be applicable.
