Sub:. Non-defining of additional coach in the computerized
Passenger Reservation System (PRS)
Recently an instance has been brought to the notice where one
extra sleeper class coach was regularly being attached in a train without
being defined in the PRS. The booking of this coach was being done
manually arid on the train by on-board ticket checking staff. As a result,
the passengers on the waiting list were not being upgraded to confirmed
status leading to serious complaints. This issue was reported by the media
and a Parliament Question was also replied on the issue.
Board has
taken a serious view of the matter.

While going through the details obtained from zonal Railways, it
appears
that
this
lapse
occurred
as
the
extra
coach
was
being
attached on a day-to-day basis for a prolonged period without ensuring
feeding in the PRS. When an extra coach is being attached to a train over
a prolonged
period, it ought to
have been
notified for
permanent
augmentation or notified for temporary augmentation for a specified period
with timely feeding in PRS to ensure optimum utilization of the available
accommodation and to avoid misuse.

It is, therefore, considered necessary that-
(i)
CCM(PM/PS) of Zonal Railways should immediately confirm
that, at present, no extra coach is being attached without the
same being fed in the PRS on their systems.

(ii)
CPTMs of Zonal Railways should ensure that whenever an
extra coach is attached to a train, the information is given well
in advance of the preparation of reservation charts so that its
booking is done through PRS.
In case the requirements for
attaching an extra coach prolong, all efforts to augment the
regular composition of the train be made.

Necessary instructions may be issued to all concerned.
