Sub: Ammendment in Jan Sadharan Ticket Booking Sewak (JTBS Scheme).

Please refer to para 3 (b) of JTBS Scheme circulated vide: this office letter no.
2006/TG-I20/JTBS dated 28.06.2006 and amended vide letter no. 2010/TG-I/20/JTBS
dated 02.03.2012 (Commercial Circular No. 44) which is reproduced below:- ,

“Applicant can produce a character certificate from District Magistrate / Addl. District
Magistrate /Sub District Magistrate/ Block Development Officer or Tehsildar. The
applicant will also have to produce a certificate from the police station serving his/her
locality that no criminal case is pending against him/her.”

2. It has been brought to notice that the above said clause has become a constraint in
selecting JTBS, as while applying, the prospective JTBSs find it difficult to submit the
Police Clearance Certificate (that no criminal case is pending against him/her) as no
police authority is ready to give that Certificate simply based on the appeal of such
prospective JTBSs. This has resulted into a situation where although there were lot of
aspirants to become JTBSs but they were not becoming successful as they were not able
to submit police clearance certificate while submitting their bids.

3. The matter has been examined and it has been decided to further amend the para 3
(b) of JTBS scheme as under:-

“Applicant can produce a character certificate from District Magistrate / Adal. District
Magistrate /Sub District Magistrate/ Block Development Officer or Tehsildar.
However, before appointment as _JTBS, the applicant will also have to produce a
certificate from the police station serving his/her locality that no criminal case is
pending against him/her.

4, Necessary action may be taken to send intimation to all concerned.
