(Commercial Circular No. 2 of 2003) Sub: Terms and conditions in respect of linen washing/ cleaning contracts for cleaning of bed roils, etc. AL present, while giving contracts for washing of bed roll items, the Railwavs are adopting different terms and cenditions since no standard tender conditions were fortnulated se far. A Commutee constituted in the Board's office to look into the tendet conditions has in its report recommended -- (ay Staidardisation of Tendering Procedure (>) Inclusion of certain essential speciai conditions in the contract The recommendations of the Committee have been accepted by Board and the following instructions are issued: न A. Tendering Procedure: Two-packet Tendering System: A two packet tender system should be adopted on the following lines: - fai The tender shall be submitted in two parts: (fy) Technical-cum-Commercial Bid. and (i) Price Bid vevecal~ _ » Both bids should be sealed in an envelope. Both the envelopes should be put in a large envelope. All the three envelopes should bear the particulars as given in-the tender notice. _ (a) Part (1) 1e Technical-cum-Commercial bid shall consist of the tollowing: (i) Offer letter complete as per the prescribed format (ii} The cash receipt obtained for the remittance of the Earnest Monev Deposit (iii) Details of the plantifactory and the other credentials as per the prescribed proforma (enclosed as Annexure-2) along with all the documents as mentioned in the said proforina. © (iv) Incame-tax clearance certificate (vy A copy of the partnership deed and affidavit for proprietorship. Under no circumstances, the technical-cum- commercial bid (Part 1) should centain the rate offered. The envelope should be clearly superseribed with “Technical-Cum- Commercial Bid (Part 1)” along with the tender number and its description and other particulars and should be duly it oh stender number and its description and other particulars as indicated in the tender notice. The envelope should be duly -The price bid.(Part II) shall contain the price element of the ‘tender bid called “price bid” in the tender form and shall be glearly superscribed with “Price Bid (Part IT)” along with the sealed. vee nodle B. c. 3. Essential Special Conditions: The items as per the list enclosed in Annexure-] should invariably be included in the special conditions of the contract. The Zonal Railways may cross-check their existing special conditions to ensure that these items are provided for in the existing -special conditions. If not, suitable modifications to the special conditions should be carried out for provision of these items. Other items: I. Eligibility Conditions: The following eligibility conditions should be included im the tender conditions: (a) (3 (11) (ill) (1v} Uhe firm should be well established in the field of proiessional washing and cleaning services of linen. Oniv experienced and qualitied firms having proven credentials ef unblemished performance in reputed¢major establishments for similar work should apply along with supporting documents, The tenderer must have completed at least one work of similar nature, valuing not’ less than one-third the estimated cost of this work, in any period of 12 calendar months in last 3 vears. Alternatively the aggregate value of works of similar nature executed in a period of 12 calendar months in last 3 vears should not be less than 50% the estimated cost of. this work. This evaluation shall be done on the basis of payments received for the corresponding period in respect .of work/works of similar nature. For this purpose, the tenderers are required 10 furnish the necessary details duly attested by tne concemed office/department. The firm should have sound financial capability.
