(Commercial Circular No. 3 of 2001)

__ The question of installation of Automatic Teller Machine (ATM) by the
Banks has been under consideration of the Ministry of Rallways, The matter
has been considered and it hes been decided that the Railway should permit
installation of ATMs. To begin with, this policy can be adopted at all Model

stations The broad terms and conditions are enclosed, Necessary action

may pleese be taleen sccordingly.

Automatic Teller Machine (ATM) allows customers having credit cards to
avail the facility to withdraw cash, balance accounts and deposit cash/cheque
round the clock; = "... ' ne

. Automatic Teller Machines will be Installed at important stations of Indian

"allways to facittate the passengers to withdraw cash through their Credit Cards,
"These facilities are to be encouraged as these are helpful to the travelling

passengers. Initially ATM's shall be permitted on ‘A class stations only, The
basic criteria being the availability of a reputed bank to work the AT™s,

TT. Working of ATMs

"ATMs ‘will’ be installed’ and operated by reputed banks: which ‘will ‘be
selected for offers from artiongst’ reputed banks through press’ advertisements.
The bank is tequiired'to enter Into an agreement before Instailling an ATM at any
Railway Station: This’ Agreement should incorporate detailed | terms “and
conditions for working of ATM and payment schedule to the Railways,

Since only limited number of ATMs can be provided at rallway station, the
bank should be selected by two packet tenders - technical: bid-and-financial bid,
First technical bids should be opened. The financial bid of those banks which are
Sultable should be opened and contract awarded to highest bidder, A Committee
of JA Grade officers belonging to Commercial, Accounts and Engineering
Departments Is required to be formed for evaluating the offers. The
