Divisional Railway Manager

Foreword

A few years back, a ‘Disaster’ in Railway parlance meant only a major
Railway accident. However, with the promulgation of Disaster Management Act-
2005, the word ‘Disaster’ includes natural calamities like earthquake, floods, etc.,
and also man-made disasters like terrorism. Arising out of this Act, Government of
India has formed. a National Crisis Management Committee (NCMC), which has
Member Staff, Railway Board as one of its members. Central Management
Group(CMG's) have been formed in each Ministry, including Railway Ministry, under
NCMC. An Integrated Operation Centre (IOC) has been opened in the Ministry of
Home Affairs (MHA) to handle disasters. This Divisional Disaster Management Plan
includes brief particulars of these Committees/Groups.

Solapur Division has maintained close liaison in training of their front line staff
with National Disaster Response Force (NDRF) Battalion at Talegaon, near Pune,
which works under National Disaster Management Authority (NDMA). | am happy to
note that a brief on the capabilities available with NDRF has been included in this
publication which can be used gainfully by the Division.

The train crew, TIE’s, RPF and other Railway staff, on an accident involved
train should work like an Instant Action Team (IAT) to rescue the passengers and to a.
provide “First Aid” to the injured, before passengers are handed over to the Doctors
and paramedical staff. Training of our front line staff in “First Aid” can save several
lives and reduces the suffering of the injured. | am happy that a chapter has been
included on “First Aid" in this publication.

Division has to work in close coordination with other Government agencies

and private organizations to meet the challenges of any disaster. All Officers and
staff must, therefore, familiarize themselves with the information and guidelines

provided in this Plan so that they are able to rise to the occasion.

Pursuant to the provision of Disaster Management Act, 2005, Railway Board
(Safety Directorate)'s Letter No. 2003/Safety-I/6/2 dated 29h September, 2003 and
recommendations of the High Level Committee, the Disaster Management Plan for
Solapur Division has been framed, it inter alia, covers :

e The revised, comprehensive definition of the term “Disaster”. Covering,
o System failure; Collision, derailment, fire Explosion etc.

Natural calamities; Landslide, floods, earthquakes etc.

Manmade disasters; Sabotage, miscreant activities

e System Specifics/ready-reckons & contacts of:

ART/ARME and their Beats

NDRF liaison

Hospitals

Medical practioners

Ambulance services

Fire services

Security Agencies

Law & Order Agencies

Updated contact numbers of all concerned officers & staff

The DDMP has thus been framed with the aim to ensure:
