Though sufficient care and precaution has been taken while preparing this digital version of manual, wherever any conflicting opinion occurs, presentation in the original rule book prevails over this. & SOUTH WESTERN RAILWAY ACCIDENT MANUAL (For Official Use Only) PREFACE South Western Railway came into existence on 01.04.2003 with three Divisions, two from Southern Railway and one from South Central Railway with slight reorganization of the boundaries. While formulating the Accident Manual of South Western Railway it was considered to depend on the resources offered by Southern, South Central and Central Railway. Accordingly the first version was released in 2007. Till then Divisions were continuing with the respective version of the parent Railway. The 2" edition of the Accident Manual is a reprint but care has been taken to incorporate the corrections added later on. The rules for reporting Accidents, Accident Inquiry, Definition and Classification of Accidents have been taken care of in this Manual as per the guidelines of the Railway Board. Disaster Management and related data bank have been incorporated in Chapter [V & V, in view of the newer developments and the policy decisions of the Central Government. Special attention is drawn to the duties and responsibilities of the Railway Personnel contained in the DM Act which have been made mandatory and binding on every staff. The list of Accident Relief Trains and Accident Relief Medical Van/ Equipments has also been made available in chapter V. This Manual contains the rules that are mandatory, guidelines and check lists, lessons on First Aid, Proforma for reporting accidents and collection of information, classification of routes as also the formats for recoding details of the important parameters of track, rolling stock etc. Most relevant rules of the Railway Act as applicable to the Railway Accidents have been incorporated in this Manual. This Manual should always be read in conjunction with the General and Subsidiary rules which are sacrosanct. Other Codes and Manuals and the Railway Act also assume supremacy when it matters. Every Railway Servant who is required to deal with accidents should posses a copy of the same and be conversant with the provisions contained therein. Amendments if any to be added should be done on page replacement basis so that the no ambiguity remains. Suggestions received from field staff based on their experience may be taken into consideration while publishing the future editions.
