Zonal Railway Training Institute, Udaipur (NWR) Special course Module for Disaster Management for Line staff Objective of course: To inform Participants about Disaster & Disaster management, Railway Disaster, Special attention on NDRF, System & working of Disaster Management at various level in Railway. To educating trainee about : 1. To Inculcate safety consciousness to prevent ‘ACCIDENT’. 2. To Save LIVES and alleviate SUFFERINGS. 3. To protect PROPERTY including MAIL. 4. To provide SUCCOR and HELP to the passengers at the site of accident. 5. To instill a sense of SECURITY and CONFIDENCE in the minds of the affected people. 6. To restore THROUGH TRAFFIC. 7. To ASCERTAIN the cause of accident. 8. To make staff CONSCIOUS for the successful handling of DISASTER specially during Golden Hour. 9. To inculcate the feeling of Co-ordination amongst staff. 10. To provide sufficient knowledge on : (a) Behavior with victim (b) Motivation (c) Positive mental attitude 11. To take a lesson from the DISASTER in regard to its FUTURE RECURRENCE. Resources: Classroom lecture, PPT, Group discussion, Safety seminar and Film show. Total Duration: 6 Working days, 6 periods per day each of 45 minutes. Topics for course: 6 Days • An introduction of Disaster (Special Attention on Railway Disaster – Definition, Types of Disaster causing interruption to train services, Level of Disaster causing interruption to train services, Train fire, bomb explosion in train and on platform), • Types of disaster (Classification of a railway accident as a Disaster), • Set up and function of NDRF • Golden Hour (Definition, render definite medical care), • Disaster syndrome, • Disaster Planning - • Intelligent and meticulous planning • Prompt response to the situation • Adequate post disaster management measures • Accident relief operations on Indian Railways (ART, ARME, SPART, SPARM), • Disaster response officers at Division and Headquarters, Supervisors and all other railway employees, informing non-railway official and NGOs by the Division and HQ, • Concept of controlling Station, • Different phases of Disaster response – IAT (Instant Action Team), FR (First Responder), DMT(Disaster Management Team), • Check list of Action to be taken by official responsible as per chain of command (Train Supttd., Train Conductor, Guard, Loco Pilot, Asstt.
