Will the Minister of RAILWAYS be pleased to state:
(a) the details of the seats reserved under Emergency Quota and High Official Quota in all the trains including Train No. 12627/12628,
12778/12779 and 11077/ 11078, Karnataka Express, Goa Express and Jammu Tawi Express, class-wise; 
(b) the details of requisitions received from various quarters relating to confirmation of tickets under High Official Requisition Quota,
date-wise and class-wise along with the details of confirmation/non- confirmation of seats during the last one year; 
(c) the name of the Department in the Ministry to whom the work of confirmation of tickets is assigned for the tickets recommended by
public representatives; 
(d) whether the Railways have received any complaints against railway employees and ticket agents for providing confirmation of
tickets under VIP and Emergency Quota and if so, the details thereof and the number of such complaints received so far; and 
(e) the corrective measures taken/proposed to be taken by the Railways in this regard?

CHANDRAKANT KHAIRE TO BE ANSWERED IN LOK SABHA ON 20.04.2015 REGARDING RESERVATION UNDER
EMERGENCY AND HIGH OFFICIAL QUOTA 
(a): Class-wise details of Emergency Quota/High Official Requisition (HOR) quota earmarked and utilised in the trains running over
Indian Railways during the financial year 2014-15 are as under:-

(b): The records of these requisitions are preserved for the prescribed period. However, because of such large number of reservation
requisitions received every day, details of such data are not compiled. 
(c): In Ministry of Railways, the requests for release of berths/seats out of emergency quota are handled by the nominated officers of
Traffic Commercial Directorate of Ministry of Railways. 
(d) & (e): Comprehensive instructions regarding procedure to be followed while considering requests for release of emergency quota
are already available and Railway employees are expected to observe due diligence while considering such requests. However, in
case any complaint regarding misuse of reservation system by unscrupulous elements including travel agents, with or without
connivance of Railway employees is received, the same is investigated and in case any staff/ officer is found indulging in any
malpractice, necessary action is initiated under the Railway Servant (Discipline and Appeal) Rules, 1968. The centralized data of

such complaints is not maintained.
