Cost of service & Value of service
• There
aretwo
principleswhich  mainly decide the fixation 
      of railway rates namely :
• Cost of service :
– Such charges must in no case be less than the cost to  the railway 
management of rendering the required  service.
– This should be the lower limit of the freight rate.
• Value of service :
– They must in no case be more than the value of the  service to the 
customers.
– This should be the upper limit of the freight rate.

Factors determining the cost of service:
• Loadability
• Susceptibility of the commodity to damage
• Railway’s liability for claim compensation

• Type of commodity -damage to other commodities
• Regularity of movement - Empty haulage of Wagons for 
providing transport

Value of service
• Enables Railways to try & Realize as much as possible from 
margin resulting from
• Transportation from one place to another Augmentation of 
value consequent to transportation
• Value of service must not exceed value of service to the 
customers
• Value of service should be the upper limit (Ceiling) of the 
freight rate

Factors determining value of service
• Value of the commodity at the destination as compared with 
the value at the originating station
• Competition from other modes of transportation Potential 
competition from new sources of production and new markets
• Classification of comparable and related commodities

Incentive Scheme for Loading Bagged Consignments 
in Open & Flat wagons
• Normally, bagged consignments take a longer time to load in Open and Flat 
wagons and also need to be covered with tarpaulins. In addition to above, 
in some cases their loadability is also less. This Scheme aims to facilitate 
such loading.
• Concession :- 30% & 20% discount on NTR for the specific commodities 
mentioned in Rates Circular No. 27 of 2016 and its Corrigendum from time 
to time. Important Corrigendum No. 09 dated 19.02.2024.
• Minimum chargeable freight after all concessions should not be less than 
NTR of Class LR-1.
• Lead Restriction: Not less than or equal to 100 kms.
• Permitted Wagons: Open and Flat wagons.
• Concurrent Freight Concessions: Freight concession under following Schemes 
will be permitted concurrently with concessions under this scheme.
(i) 6% concession to and from North East.

Automatic Freight Rebate Scheme for traffic loaded 
in Traditional Empty Flow Directions (TEFD)
(Rates Circular No. 09 of 2024)
• 20% & 15% discount on NTR subject to floor limit of NTR  of 
Class 100 (TL) and Class 110 (WL) for notified empty flow 
direction  streams of Intra Zonal & Inter Zonal traffic. Discount 
is granted through system.
