CHAPTER - I 
 
GENERAL INSTRUCTIONS 
 
1.01        SCOPE OF THE RULES: 
 
(a) These rules are based on the General and Subsidiary Rules and other instructions 
issued by the Railway Board. Whenever any conflict is perceived between these 
rules and the General and Subsidiary Rules, the rules contained in the General and 
Subsidiary Rules shall be followed. Nothing in these rules shall cancel, amend or 
modify any of the General and Subsidiary Rules or the instructions contained in any 
of the Railway Board’s circulars on the subject of accidents. 
 
(b) These rules shall apply throughout the South Western Railway and includes all 
open lines, lines under construction and sidings – railway, private or assisted – 
worked by the railway.  
 
 
1.02        SUPPLY OF ACCIDENT MANUAL: 
 
 
Copy of the Accident Manual shall be supplied to each branch of the Zonal 
Office, Divisional Office, Station, Control Office, Loco Shed, Office/Depot of the 
Assistant Engineer, SE/JE Permanent Way, SE/JE Signal and Telecommunication, 
SE/JE Carriage and Wagon, Inspectors of Commercial and Transportation 
Departments, Carriage and Wagons, Way and Works, each of the Construction units 
and offices, Railway Protection Force Headquarters and Government Railway Police 
Headquarters. 
 
Copy of the Accident Manual shall also be supplied to each Officer, Inspector, 
Supervisor, Senior Subordinate, Station Master, Driver, Guard and other Railway 
Servants as prescribed. 
 
1.03            ACQUAINTANCE WITH THE RULES: 
 
Every Railway Servant is bound by these rules and whether supplied or not with 
a copy of the Accident Manual, must make himself acquainted with the Rules in the 
Accident Manual relating to his duties as also all changes made from time to time. To 
ensure that a Railway Servant performs the duties assigned to him effectively, it is 
necessary that he also acquaint himself with the rules relating to duties of other Railway 
Servants as prescribed in these rules. 
 
Note: Duties of railway staff in this chapter and elsewhere in the Accident Manual are not 
exhaustive. Additional duties prescribed in various other circulars, rules books, manuals, codes 
etc., from time to time shall be applicable to the Railway Servants concerned. The change of 
designation or up gradation/down gradation of any post shall not generally change the duties 
and responsibilities unless specially changed.

CHAPTER  -  II 
 
DEFINITIONS 
 
2.01 
Accident: For the purpose of Railway working, accident is an 
occurrence in the course of working of Railway which does or may affect the safety 
of the Railway, its engine, rolling stock, permanent way and works, fixed 
installations, passengers or servant or which affect the safety of others or which 
does or may cause delay to train or loss to the Railway.  For statistical purposes 
accident has been classified in to categories from “A’ to “R” excluding “I” and “O”. 
Note: Except where specially mentioned, nothing in these rules applies to workshop 
accidents, which are covered by the factories act 1948 and the rules made there 
under. 
 
2.02.  
Serious Accident: Accident to a train carrying passengers which is 
attended with loss of life or with grievous hurt to a passenger or passengers in the 
train, or with serious damage to railway property of the value exceeding 
Rs.25,00,000 and any other accident which in the opinion of the Chief 
Commissioner of Railway Safety or Commissioner of Railway Safety requires the 
holding of an inquiry by the Commissioner of Railway Safety shall also be deemed 
to be a serious accident.  However the following shall be excluded:- 
 
(a) Cases of trespassers run over and injured or killed through their own 
carelessness or of passengers injured or killed through their own carelessness, 
and 
 
(b) Cases involving persons being Railway Servant or holding valid passes / 
tickets or otherwise who are killed or grievously injured while traveling 
outside the rolling
