Ref:- Railway Board’s letter no. E(NG)I/2020/TR/13 dated 05-08-2022.

Railway Board vide letter dated E(NG)1-91/TR//14 dated 01-10-1971 have issued
instructions on Inter Railway and Intra Railway transfers on own request. Further, this office
vide letter no. EP 839/12 Vol V /EP 1140/0 Voll VII dated 15-10-2019 (P.S. no. 150/2019)
have issued instructions on System improvement regarding transfer within same station,
which are been followed over Western Railway.
However, Vigilance
department raised objection on the practice of mutual transfer
within division, as employees in specific cadre were taking advantage of mutual transfer
within the same division to avoid periodical transfers.
The matter was referred to Railway Board for clarification. Board vide their letter no.
E(NG)I/2020/TR/13 dated 05-08-2022 have clarified that "Intra Divisional mutual transfer is
not envisaged in the scope of the instructions of mutual transfer. Transfer within same
seniority unit is in the competence of Divisional/Cadre controlling authorities and thus
instructions of mutual transfer are not applicable."
A copy of Board’s above mentioned letter is enclosed herewith for information,
guidance & necessary action please.
