The clarification issued to Western Railway vide Boards letter of even number dated
21.10.2020 has been considered in the light of issue raised in Western Railway's letter
referred to above.

Intra-divisional mutual transfer is not envisaged in the scope of the instructions of
mutual transfer. Transfer within the same seniority unit is in the competence of
Divisional/Cadre controlling authorities and thus instructions of mutual transfer are not

applicable.
