Officer FOIS Sub: e-RD- submission of Letter of Credit(LC) in case of goods traffic pertaining to Bangladesh traffic Ref: (i)Addendum No.3 to Rates Master Circular/e-RD/2019/0 (ii)Board’s letter No.TC-I/2019/101/1 Pt.(3316676) dt.31.03.2022 On the above reference and subject, this is clarified that Letter of credit (LC) at the time of registration of demand should be valid throughout the pendency of indent. The indent stands cancelled in case Letter of credit (LC) is not renewed before expiry of LC. Customer placing indent has to ensure renewal of LC before its date of expiry. In such case of cancelled indents, the refund/forfeiture of Wagon Registration Fee(WRF) be dealt as per Para 201(15) (c) of Goods Tariff which prescribes for forfeiture of WRF when wagon indent is cancelled by indentor within ten days from the time of registration. Therefore, in case of Bangladesh Traffic, if time gap between registration of indent and date of expiry of LC is ten days or less, then WRF will be forfeited, else WRF will be refunded. This issues in consultation with Traffic Transportation directorate and with the concurrence of Finance directorate of Ministry of Railways.
