Sub: Classification of Goods Sheds under wharfage rules

Please refer to DFCCIL’s letter No.HQ-OPBDOBD(COMM)/3/2022(14987)
dt.18.06.2024 regarding downgrading the classification of DBLN Goods shed during yearly review
of classification.

The guidelines for classification of Goods Shed are very clear. As per extant guidelines,
the power to revise the classification of Goods Shed during yearly review is already vested with
the Zonal Railway vide Para 2.2 of Chapter-II of Rates Master Circular/Demurrage-Wharfage-
Waiver/2016/0 given below -

"2.2: Classification should be reviewed every year in the month of May on the basis of
‘average number of rakes dealt with per month during I January to 20" April’ or ‘the average
number of rakes dealt with per month during 1" May(of previous year) to 30" April’ whichever is
higher. The same should be notified for the period July to June."

Further, vide Para 2.3 of Chapter-II of Rates Master Circular/Demurrage-Wharfage-
Waiver/2016/0, proposal for downgrading the category of a good shed may be sent to Board during
midterm revision only.

“2.3 There may be cases where traffic pattern changes and railway administration
feels that there is need for midterm revision in the classification of a goods shed/station.
For upgrading the category of a Railway premise (i.e. from Group-II to Group-I or from
Group-III to Group-I]), CCM/COM may take a decision based on the recommendation of
Sr.DCM/Sr.DOM of the concerned Division. However, for downgrading the category of a
Railway premise (i.e. from Group I to Group II or from Group II to Group Il), Zonal

Railway will send such proposals to Board.” é
