Sub: Restriction for booking of parcels to and from intermediate
station(s) by train having stoppage of less than 5 minutes.

dtd. 09.03.2022.

The proposal sent by the Zonal Railway vide letter under reference has been
examined in consultation with Coaching Directorate of Railway Board.

It is observed that the PMS implementation policy, issued vide Railway
Board's letter dated 19.09.2019, suggests the criteria of earnings being Rs 100/- or
more per month or the number of consignments being 100 or more per month, for
implementing PMS at any station. The cap of 05 minutes stoppage has been stipulated
vide Railway Board's instructions issued vide letter 2003/TC(FM)/11/18 dated
27.02.2004.

Southern Railway has mentioned that Parcel offices have been functioning
even at those stations where stoppage of the trains were 2-3 minutes. However, it is
not clear from the letter whether such parcel offices were functioning after the
instructions dated 27.02.2004, or prior to the same.

Further, it may be appreciated that efficient and cost-effective implementation/
outcome of PMS can be achieved only when the stations with meager parcel traffic
and earnings are excluded.

Permitting loading/ unloading of parcels at stations with very short stoppages is
likely to affect the punctuality of trains and also adversely impact train operations.
Therefore, Zonal Railway may process — jointly by Commercial and Operating
departments — to arrange for adequate stoppage time for trains at intermediate
station(s), where substantial potential for the Parcel traffic exist, so as to facilitate
booking/ loading/ unloading of parcels from such station(s).
