IRCA Coaching Tariff No. 25 (Part-II, effective from 01.10.2013, stipulates that
(para 12 of the Explanatory Notes) — Booking of parcels “To” & “From” intermediate
stations of a train is permitted only if that particular train stops at those intermediate
stations for 5 (five) minutes or more. However, this restriction is not applicable to
‘Ordinary Passenger trains & Luggage traffic’. Accordingly, the Parcel Management
System (PMS) does not permit booking in a train from or to any station, if the stoppage
of the train at that station — as per Passenger Time Table (PTT) — is less than five
minutes.

2. Various representations have been received in Board office for relaxation in this
provision, in order to attract more parcel traffic. Zonal Railways have been requesting for
(a) grant of powers to Zonal Railways to relax the aforementioned provision, and (b)
provision of incorporating the timings of Working Time Table (WTT), instead of PTT, in
the Parcel Management System.

3, The matter has been examined in this office, and it has been decided with the
approval of Competent Authority that:

(a) Zonal Railways, in coordination with the originating Railway for specific train,
shall update the arrival and departure timings of the train as per Working Time
Table (WTT), if required. Necessary enabling modifications in PMS application, if
required, shall be incorporated by CRIS.

(b) Zonal Railway may allow loading/ unloading of parcels at intermediate stations
even if the stoppage time of a train as per WTT at that station is less than five
minutes. However, permission for loading/unloading of parcels shall be subject to
the following conditions:

i. Such relaxation for parcel loading shall be permitted at only one station for each
train within the jurisdiction of each Zonal Railway.

ii. This will be authorized jointly by PCOM and PCCM after undertaking case by
case analysis of parcel loading potential from each specific station for a particular
train.

ili. Punctuality of the train shall not be affected, on account of loading/ unloading at
the intermediate station.

4. The above instructions shall be applicable only on ‘Railway-booking of parcels’.
Permission for loading/ unloading in case of ‘contracts for leased parcel space’ shall
continue to be governed by their respective Agreements.

This issues in consultation with Coaching Directorate, and with the concurrence of
Finance Directorate of Ministry of Railways.
