Sub: Precautions for prevention of fire incidence in the Luggage Vans (SLRs)

and Parcel Vans attached to passenger-carrying trains.

Report of ‘Inquiry Committee’ on the fire incidence in Parcel Van (LVPH) of Dakshin
Express (train No. 12721) on 03.07.2022, in Secunderabad Division/ S.C. Railway, has
revealed that a motor-cycle loaded in the LVPH at Secunderabad (and placed near the rear
door way on side-stand) fell down/ leaned while the train was on run, leading to leakage
from petrol tank. Subsequently friction between the motor-cycle and adjoining heavy metal
items caused spark and fire - which then spread further due to other flammable material,
such as laptops with batteries, etc, loaded in the LVPH.

In this regard, it may please be noted that instructions regarding precautions/
remedial steps to be taken for prevention of fire incidence in the Luggage Vans (SLRs) and
Parcel Vans, attached to passenger carrying trains, already exist - and have also been re-
iterated to Zonal Railways from time-to-time. The extant instructions for prevention of
such fire incidents are hereby being reiterated for strict compliance by Zonal Railways:

(i) It must be ensured that leaseholders (and other non-Railway agencies) submit full
particulars of the commodities loaded in SLRs/ Parcel Vans in the manifest - as per
the provisions stipulated in the ‘Comprehensive Parcel Leasing Policy’ or ‘Policy for
e-Auctions’ — before loading of the consignments in SLRs/ Parcel Vans, so as to avoid
any hazardous situation.

(ii) Further, leaseholders should be strictly instructed that loading by them in SLRs/
Parcel Vans must be strictly as per the details furnished in the manifest. Any lapse in
this regard should be viewed seriously and handled as per the policy provisions.

(iii) Commodities such as explosives, dangerous, inflammable articles, empty gas
cylinders, dry grass and leaves, waste paper, acids, corrosive substances, etc, as
mentioned in Red Tariff and IRCA Coaching Tariff No.25, must not be booked as
luggage by passenger trains, and these are prohibited to be carried by any person in
the compartment.

(iv) It must be ensured that the fuel-tanks of two-wheelers are properly and fully
emptied and wiped with cloth, and these vehicles are properly packed and securely
placed on central-stand while loading in the SLRs/ Parcel Vans.

(v) Sensitization and training of parcel staff as well as the staff of leaseholders, for
precautions to be taken while transporting motor-vehicles in SLRs/ Parcel Vans,
should be ensured.

(vi) Adequate space must be left between roof and the top layer of the packages loaded in
SLRs to avoid contact with the ceiling and/or electric fittings.

(vii) After completion of loading, lights provided in the luggage portion of the Brake Vans
(SLR) must be switched off to eliminate possibility of short-circuit.

(viii) Precaution should be taken for stacking and loading of commodities listed in the Red
Tariff, as per the prescribed rules.

(ix) Rules and guidelines regarding booking and carriage of any type of explosives and
inflammable materials, by passenger carrying trains must be strictly enforced.

(x) While loading/ unloading of parcels in the SLRs/ Parcel Vans, smoking and lightening
of cigarette/ bidi is strictly prohibited. Parcel staff responsible for loading/ unloading
of parcels must ensure strict compliance.

(xi) Maintenance of electrical devices in the passenger coaches and Parcel Vans may be
carried out regularly as per the laid down norms.

(xii) The desired norms for the quality of wiring used in electric junction boxes may be
ensured to avoid chances of fire due to electrical short-circuit.
