Sub: Tenure of ATVM facilitators. Ref: i. This office letter of even no, dated 28.03.2025, ii. This office letter of even no. dated 29.02.2024. see Vide this office letter dated 28.03.2025 referred to above, the facilitator scheme was extended till further orders on the extant terms and conditions stipulated in the JPO of the facilitator scheme (forwarded with this office letter of even no. dated 29.02.2024). 1.1 Since the facilitator scheme has now been extended till further orders vide letter referred to above, a reference has been received from one Zonal Railway seeking clarification on extension of tenure/finalization of tender for ATVM facilitators on tenure of ATVM facilitators. In this context, attention is drawn to Para 6 of the JPO which says, “Facilitators shall be initially engaged for a period of one year. The extension of existing agreement or calling of fresh application will be based on the guidelines issued from this office after review of this scheme”. 2. The matter has been examined in consultation with Finance Directorate of the Ministry of Railways. The clarification is as under:- i. For existing ATVM facilitators: The tenure of existing ATVM facilitators may be extended for 6 months from the date of issue of this letter or till finalisation of fresh tender whichever is earlier subject to satisfaction of the Competent Authority. For fresh tenders: While inviting applications for engaging ATVM facilitators, it may be indicated that the contract is valid for 2 years, which can be extended to further one year subject to extension of the scheme and satisfaction of the Competent Authority. Fresh applications may be called well before the expiry of the contract. 3. Necessary instructions may be issued to all concerned accordingly. G-1/10/ATVM/Faciitators/e-file van 4.
