Sub: Rationalisation of booking and carriage of parcel traffic.

Please refer to Board’s XXR Wireless Message No. 2003/TC(FM)/11/18 dated 
27.02.2005 regarding revised rationalisation scheme for booking and carriage of 
parcel traffic. In the larger public interest and for the convenience and safety of 
travelling public and for the free movement of passengers on platform, maintenance 
of punctuality of trains, reduction in over-carriage of parcels, reduction in transit 
time of parcels and overall decongestion of platforms at railway stations, booking 
and carriage of parcels by passenger carrying trains was rationalized in February 
2004.  
 
2.0 
Representations have been received from trade as well as from zonal railways to 
relax some of the conditions of rationalization scheme for booking and carriage of 
parcel traffic. This issue has been deliberated upon in Board’s office and it has 
been decided to make following changes in the existing rationalisation scheme for 
booking and carriage of parcel traffic :  
 
(i) 
Relaxation in booking of parcels for such stations having less than five 
minutes 
stoppage 
time 
of 
trains 
: 
Zonal 
railways 
may 
allow 
loading/unloading of parcels at intermediate stations even if the stoppage 
time of a train at that station is less than five minutes. However, permission 
for loading/unloading of parcels shall be subject to the following conditions : 
(a) 
Such relaxation for parcel loading shall be permitted at only one 
station for each train within the jurisdiction of each zonal railway.

(b) 
This will be authorized jointly by COM & CCM after undertaking a 
case by case analysis of parcel loading potential from each specific 
station for a particular train.  
 
 
(ii) 
Parcel traffic booked from Branch Line to Main Line : Booking and 
carriage of parcel traffic shall be permitted from stations on a branch line 
section via the corresponding junction station on the main line. All such 
parcel traffic shall be trans-shipped at that junction station itself and 
loaded on to a direct train for the destination. However, no trans-shipment 
will be permitted for parcels booked from those stations lying within 20 Kms. 
of the junction station. 
 
 
(iii) 
Relaxation in booking of parcel traffic involving unloading and re-loading 
(trans-shipment) at intermediate station : Booking and carriage of parcel 
traffic shall be permitted by other than direct trains i.e. involving unloading 
and re-loading (trans-shipment) of parcels at one junction station during 
transit subject to the following conditions : 
 
(a) 
The trans-shipment station must be situated within the jurisdiction 
of parcel originating zonal railway. 
(b) 
Only one such trans-shipment is allowed. 
(c) 
No such trans-shipment will be permitted for parcels booked from 
those stations lying within 20 Kms. of the trans - shipment station. 
(d) 
After single point trans-shipment, parcels must be despatched to 
their respective destination stations by direct trains.
