Sub: Clarification on transhipment of Parcels.
Ref: Board’s letter of even number dtd. 18.04.2020.

Please refer to the Board’s FM Circular No. 21/2013, dtd. 25.09.2013 and SN-10 of the
Explanatory Notes of the Coaching Tariff No. 25 Part-III, effective from 01.10.2013, which
stipulate that “Transhipment of parcels from a train and reloading the same into another train
at any intermediate station is not permitted except for booking via break-of gauge station.”

In this regard, attention is invited to the Board’s letter of even no. dated 18.04.2020,
wherein transhipment of parcels at intermediate stations were permitted for parcels loaded in
COVID-19 Parcel special trains, and that these relaxations were applicable only till the
restoration of normal Passenger-carrying trains. However, it has come to the notice of Board
that some of the Zonal Railways are still utilizing the above mentioned relaxations, and
permitting transhipment of parcels at intermediate stations in Passenger-carrying trains,
leading to over-carriage of such parcels.

In view of the above, it is clarified that the above mentioned relaxations w.r.t.
‘transhipment of parcels’ were permitted only in the ‘COVID-19 Parcel special trains’, so as
to maintain supply-chain of essential items throughout the country during the pandemic, and
hence the same are not in effect in the present scenario.

It is therefore requested that necessary instructions may be issued to all . 50
as to ensure that the provisions stipulated in the Board’s FM Circular No. 21/2013 (includi
SN-10 of the Explanatory Notes of the Coaching Tariff No. 25 Part-III, effective
01.10.2013) are adhered to.

Sub: Transhipment of Parcels — booked in COVID-19 Parcel Special
Trains — at intermediate station.

Ref: FM Circular No. 21 of 2013, Board’s letter No. TCI/2046/2012/1 dated
25.09.2013.

Attention is invited to the Board’s above referred Circular and SN-10 of the
Explanatory Notes of the Coaching Tariff No. 25 Part-lll, effective from 01.10.2013,
which stipulate that — “Transhipment of parcels from a train and reloading the same
into another train at any intermediate station is not permitted except for booking via
break-of gauge station.”

The matter has been deliberated upon in view of the highly unusual conditions
prevalent in the country due to COVID-19 pandemic. Presently all passenger-carrying
trains have been cancelled, and only COVID-19 Parcel Special trains are being run on
select routes — which are also the only available mode of transportation for essential
items including medicines, food and dairy items, etc. Due to the absence of passenger-
carrying trains, it has become very difficult to transport these essential items between
origin-destination pairs which are not connected by a single Parcel Special train.

Therefore it has been decided that, in order to maintain supply-chain of
essential items throughout the country, trans-shipment of parcels at intermediate
stations shall be permitted for parcels loaded in COVID-19 Parcel Special trains. This
relaxation will be permitted only till the restoration of normal passenger-carrying
trains.

Zonal Railways shall, however, obtain feasibility from the Railway
